Matching of verification by the customs

Matching of verification by the customs is the customs verification procedures. The production enterprises, which accept customers’ materials for processing or imported materials for processing, after the producing and processing contracts are reserved by the customs, declare and account the import and export records according to the term stated in the contracts. The documents that are declared for verification should go together with the documents and records for import and export declaration.

The basic procedures of matching of verification

When the contract is mature, the enterprises should arrange the declaration procedures of all months before hand over the data of matching of the verification to the customs. If there are the resting materials, the enterprises should arrange the transferring procedures of the resting materials before handing over the data of matching.

The basic procedures are as follows:

Ø         If there are resting materials, the enterprise should arrange the transferring procedures;

Ø         Hand over the matching data of the maturity contract;

Ø         The customs will verify whether the documents are effective and the in-and-out of the contract is balanced. If there is no uncommon thing, the customs will allow the enterprise to finish it.

Ø         The customs open the bank margins account matching contact sheet, and then the enterprises will arrange the matching of verification procedures in the appointed Chinese banks. Ø         For the mature contract of accepting customs materials for processing, the customs will charge the verification fees in the matching of verification stage, and open payment paper to ask the enterprise to pay the fees in the appointed bank and arrange the contract-finishing procedures.

Notice for matching of the verification

Ø         When the contract is mature, the enterprise should hand over the matching data to the customs in one month. If it is over one month, the enterprise should hand over the writing express report. If it is over 12 months, the customs will deal with it as the matching of verification beyond the legally limited time.

Ø         If there are resting materials, the enterprise can apply to transfer these to the next contract in the term that the resting materials are shown in the new contract and the transferred amount doesn’t pass the stated amount of the new contract. If the resting materials cannot be transferred to the new contract, they should be sent back or the enterprise should apply for the inter-selling tax to the customs.

Ø         The enterprises should hand over the arranging report about the materials that are produced in the processing to the customs and in principal they should be asked to sent back outbound; for those that are applied to be dealt with inbound, the enterprise should arrange the inter-selling taxation procedures for these that have commercial value. If not, the customs will verify them to be damaged.

Ø         When materials or finished products are damaged in the processing, the enterprise should report to the customs in time, and if they are not to be used again, the customs will verify them to be damaged.

Ø         During the verification, the customs will send people to check the situation in the factory according the contract. If it discovers the enterprise smuggles, or break the law, it will punish the enterprise according to the relevant regulations.
