◆ Statistic system
Our country has set up concentrated and united statistic system and the statistic management system that is leaded only by the country and charged by different levels. The state council has set up state statistic bureau to organize and coordinate the country’s statistic jobs. All levels of local governments, departments and enterprises can install statistic machineries and people according to the needs of the statistic mission.

The state organizations, social groups, enterprises and personal companies should provide statistic documents according to the law and shouldn’t canard, hide, refuse, forgery and change any documents.

The enterprises legal person, organizations, units, social groups legal person, personal companies and permanent representative offices of the offshore enterprises all should arrange the statistic registration.

◆ Statistic standards
The country has set up united statistic standards to guarantee the application of standards for the meanings of index, the ways of counting, classified column, types of questionnaires and statistic codification in looking into the statistics. The state statistic standards are worked out by the state statistic bureau, or by both the state statistic bureau and the standards management departments of the state council.

◆ The management of the statistic documents
The statistic documents from the state statistic inspection and local statistic inspection will be managed by the state statistic bureau and local statistic departments respectively; The statistic documents of the enterprises and organizations will be managed by the statistic departments or chargers of the enterprises and organizations.

The secret statistic documents should be secretive; The investigation documents of the persons and families should not be known without the agree of the persons; The statistic organizations and people have secrecy obligation for the commercial secrets known in the inspection.

The enterprises and organizations will install statistic departments or the appointed statistic chargers according to the needs of the statistic jobs.

The enterprises and organizations should apply management systems such as the original statistic recordings, accountings, complete verification, transference and archive of the statistic documents.

◆ The main duties of the statistic departments or statistic chargers in the enterprises
－Organize and coordinate the statistic jobs of their enterprises; finish the statistic jobs for the state, departments and local; research, arrange and provide the statistic documents;
－Analyze and supervise the implementation of the statistic projects for their enterprises;
－Manage the statistic questionnaire, set up healthy statistic accounting system, and set up health original recording system with related departments or people.
