◆ The management purposes
To enforce the management of the statistic work and people and encourage organizations to employ qualified statistic people, the statistic people should have the special knowledge needed in the statistic work and work license according to the statistic laws.

◆ Training tests
The statistic work license is gotten by training test system. The items in the test include statistic law, statistic basic knowledge and statistic.

The test is held once a year in principle. The training documents will be edited by the state statistic bureau, which will then organize the tests. The qualified people who are above the primary level of statistic will be given the statistic work license.

The province statistic bureau will be in charge of the training of the work license and the organization of the tests.

◆ The management of the statistic work license
The province statistic bureau will be in charge of the making, giving and management of the work license.

－The statistic people, who leave their jobs because of resignation and fire, will not have back the work license in the effective terms, and should arrange the registration if they want to continue their statistic work.
－The work license will be ineffective if the statistic people haven’t done the statistic work for continuous 4 years or more. They should join in the tests if they want to continue the work, and the qualified ones will be given the statistic work license.
－If the people with the work license break regulations and laws, canard, hide, forgery and change statistic documents, and those are punished officially, their work license will be called back or written off.

◆ Registration and annual inspection
－When organizations employ people with work license to do statistic work, they should arrange the registration in the organizations giving the license in 3 months. After the registration, the people with the work license will be managed as statistic people. The unregistered statistic work license will not be arranged the annual inspection.
－The working people will arrange the annual inspection for the work license according to regulations, and the annual inspection will be done once every 2 years.
