－If the chargers of the organizations change the statistic documents by themselves, write false data, or force and allow statistic departments or people to change the statistic documents or write false data, they will be officially punished and publicly punished by the town government or above;
－If the chargers of the organizations refuse and resist the changed statistic documents or wreak the people who refuse and resist the changed false data, they will be officially punished, or civically punished for those crime;
－If the statistic people join in changing the statistic data, write false data, they will be criticized publicly or officially by statistic department of town government or above.

▲ Obligations applied for enterprises
If the statistic subjects have one of the following illegal actions, they will be warned to change and publicly criticized by the statistic departments of the town government or above; For those serious, the chargers and other direct chargers will be punished officially. If the enterprises, self-employed businesses have the following illegal actions, they will be warned or asked to pay penalty by the statistic departments of town government or above:
－canard and disguise the statistic documents
－forgery and change the statistic documents
－refuse to hand over or be late to hand over the statistic documents

▲ Obligations applied for giving out secrets
－If the people steal the state secrecies or break the statistic law, they will be punished according to relevant regulations and laws;
－If the people harm the public interests or do defraud activities, they will be warned to correct their actions and pay the penalty and their illegal income will be expropriated by the statistic departments of the town government or above; for those who are crime, they will be punished civically;
－If the statistic departments and people break the statistic regulations and let out the signal investigation data of persons and families or the commercial secrecies, they should assume the civic obligations and the direct chargers and other direct obligators will be officially punished.

▲ Obligations applied for honors

　　If the people break statistic laws, change the statistic documents, make false data and swindle the honor reputation, substantial encouragement or upgrade, their honor will be cancelled and their upgrade jobs will be repealed.

▲ Obligations applied for the country organizations
If the country organizations break the statistic regulations, and make and give out the statistic questionnaires by themselves without application and record, they will be warned to correct and be publicly criticized by the statistic organizations of the town government or above.

▲ Civic obligations applied
The penalty for organizations and people that break the statistic regulations are as follows:

－The enterprises that break one of the above “Obligations applied for enterprises” will be asked to pay 50,000 yuan or less;

－The self-employed businesses that break one of the above “Obligations applied for enterprises” will be asked to pay 10,000 yuan or less;

－Any organization or people that break the second item of “Obligations applied for giving out secrecies” will be expropriated the illegal income, and asked to pay 30,000 yuan or less.
